Outdoor cannabis cultivation thrives in natural environments. However, Massachusetts regulations currently require burdensome water and soil testing — a requirement not imposed on indoor growers, even though indoor operations rely heavily on synthetic inputs and controlled environments.

The Issue
  • Unnecessary Burden: Routine water and soil testing adds significant cost and paperwork without clear public health benefit.

  • Unequal Treatment: Indoor cultivators are exempt from these requirements despite using artificial nutrients and systems that can introduce contaminants.

  • Conflict with Sustainable Practices: Many regenerative farms use living soil and composting systems that mimic natural ecosystems — these are healthy, time-tested methods, not hazards.

Our Recommendations
  • Eliminate Mandatory Water and Soil Testing: Unless there is evidence of contamination, routine testing should not be a barrier to market access.

  • Recognize Natural Farming Methods: Practices like cover cropping, composting, and water conservation should be supported, not penalized.

  • Promote Equitable Regulation: Outdoor farms should not face stricter standards than larger indoor operations, especially when they are working in harmony with nature.
